Yes. Signing up and working Entry tier tasks costs nothing. The only optional payment is the Mid tier upgrade, which you can pay from money you have already earned.
Entry tasks take one to three minutes. Mid tier tasks run about five to ten minutes. Platinum content tasks take longer because they pay a lot more.
